Vermont cannabis advertising is governed by 7 V.S.A. Β§ 864 (the statute) and CCB Rule 2, sections 2.2.11–2.2.12 and 2.5 (the regulation). The framework prohibits: claims about medical effects or curative properties, imagery or language appealing to minors (cartoons, candy styling, etc.), depictions of under-21 consumption, free samples, messaging that promotes overconsumption, and advertising in any medium whose audience is reasonably expected to be more than 15% under 21 (i.e., the audience must be 85%+ adults). Required CCB/DOH health warnings must appear on every ad. The Flora Cannabis settlement (Sept 2025) relaxed parts of the regime β€” loyalty programs, purchase-tied coupons, B2B marketing, and product names/descriptions on age-gated social media are now explicitly permitted.

Our organic editorial directory listings are not "advertisements" within the meaning of Β§ 864 (per the CCB Packaging & Advertising FAQ). Paid sponsored placements are advertisements, and the licensee β€” not us β€” bears the duty to submit them to the CCB at least 15 days before publication per Β§ 864(e). We require advertisers to confirm CCB submission before we publish, label every paid placement "Sponsored" per FTC 16 CFR Part 255, and provide an audience-composition certification (Plausible/Cloudflare Analytics) so you can satisfy the 85%-adult burden under Rule 2.2.12.
